Update Council of Administration
The 27th meeting of the RARE Council of Administration (CoA) was held in
Helsinki, Finland on 23 and 24 September 1993. At that meeting, the
University of Cyprus, representing the Cyprus national academic network
CYNET, was accepted as a Full National Member of RARE. Cyprus is RARE's
26th Full National Member. At that same meeting, the European High Energy
Physics community's representation on the RARE CoA changed from ECFA, a
long standing international member of RARE, to the newly established HEPnet
Consortium.
RARE Secretariat Update
The Publication and Publicity Officer, Josefien Bersee, resigned on 1
October. Her successor, Judith Kiers, will start work on 1 January 1994.
Tim Dixon has resigned from his full-time post as Project Development
Officer, but will continue to work for RARE on a part-time basis, from
Newcastle. Jill Foster of the University of Newcastle (England) has agreed
to become part-time Project Development Officer for RARE: Jill will resign
from her present position as convenor of WG-ISUS (RARE's working group on
Information Services and User Support) and will work for RARE from
Newcastle. RARE is also recruiting a full-time Project Development Officer
to be based in Amsterdam.
RARE Technical Programme
Following on the request of the RARE CoA at its 26th meeting held in
Trondheim in May 1993, the RARE Technical Committee (RTC) compiled a
questionnaire aimed at establishing the development plans and priorities of
the RARE members, with a view to adjusting the RARE Technical Programme
(RTP) to better suit the needs of the RARE Community. On the basis of the
responses to the questionnaire, it seems that the RTP matches reasonably
the requirements of CoA members, although more work is needed to assist
some of the working groups in raising their performance and to promote
wider awareness of working group activities. There were only a few
suggestions for additional work items or general areas for working group
attention. These included the deployment of network tools, open
communications for PC/Mac networks and MICE. The RTC expects to present
the CoA with a revised 1994 RTP at their 28th meeting to be held in
February 1994.

The RTC is currently reviewing the two final draft reports mentioned above.
SUnet and SURFnet provided the funding for these RTP projects. Work on a
follow-up project has started, PRIDE, a new (also externally funded) RTP
project: 'Policy based Routing Implementation, Deployment in Europe'. Thus
far 180 k XEU is committed for PRIDE, by the JNT, UNINETT, UUnet, RENATER
and EUnet. As was the case with the other two projects, PRIDE is executed
at the RIPE NCC premises and managed by Daniel Karrenberg, RIPE NCC
Manager.
The RTC has contracted KTH, Stockholm, for the execution of a development
project on 'Character Set Transliteration' and has furthermore issued a
call-for-tender for the provision of a Directory User Agent using
Lightweight Directory-Access Protocol for MS-Windows.
Finally, the RARE Technical Committee now counts a new member: Dr.
Mattasoglio, Head of the Networking Centre of CILEA, the Milan University
Computing Centre in Italy.
RARE Technical Reports (RTRs) and Internet Requests for Comments (RFCs)
The RARE Technical Committee and the RFC Editor have agreed that, from now
on, all RARE Technical Reports will also be produced as RFCs and RARE will
make use of the Internet-Draft mechanism for publishing various working
papers. RTRs will be a new sub-series of the RFCs (akin to the FYI series)
designating documents having a RARE origin; a naming convention for
Internet-Drafts will similarly distinguish documents from the RARE
community. An RFC will be produced regularly listing the correspondence
between RTRs and the equivalent RFCs.

New RTR available
RTR6/RFC1506, "A Tutorial on Gatewaying between X.400 and Internet Mail",
written by Jeroen Houttuin, Project Development Officer at the RARE
Secretariat, has recently been published.
There are many ways in which X.400 and Internet (STD 11, RFC 822) mail
systems can be interconnected. Addresses and service elements can be
mapped onto each other in different ways. From the early available gateway
implementations, one was not necessarily better than another, but the sole
fact that each handled the mappings in a different way led to major
interworking problems, especially when a message (or address) crossed more
than one gateway. The need for one global standard on how to implement
X.400 - Internet mail gatewaying was satisfied by the Internet Request for
Comments 1327, titled "Mapping between X.400(1988)/ISO 10021 and RFC 822".
This tutorial was produced especially to help new gateway managers find
their way into the complicated subject of mail gatewaying according to RFC
1327.

European Cooperation
RARE, EARN and DANTE
RARE, EARN and DANTE have agreed to get together to discuss the
possibilities for more intensive cooperation and for joining forces in
areas of common interest. The RARE Council of Administration agreed that
the goal should be to make more effective use of the combined resources
devoted to the support of these organisations. The RARE CoA has mandated
the RARE Executive Committee to investigate with EARN and DANTE how to
achieve this, without imposing any limitations in advance as to the
possible outcome. It was further agreed that the fast weeding out of
present overlapping activities between the three organisations is a first
priority.
RARE and EARN - A new RARE/EARN joint publication
The first tangible result of collaboration between RARE and EARN has just
materialised: the first issue of the journal "Computer Networks for
Research in Europe", composed by RARE and EARN, was published in September
by Elsevier Science Publishers as a supplement to Computer Networks and
ISDN Systems. The aim of the supplement is to create a publication vehicle
for material of specific interest to the European academic and research
networking community. As such, the audience ranges from staff from
networking service providers of all sizes, to application developers,
policy makers and representatives of funding bodies, advanced user groups
and standards organisations. The supplement aims to report on aspects of
design, implementation, use and management of computer networks for
research and education. Specifically included are non-technical topics
related to economic, legal and regulatory issues and the social impact of
using network services in the research as well as the education community.
In addition, both RARE and EARN report on developments in their
organisations, and the increasing cooperation between them.

Cooperation RARE/Internet Society - Joint INET'94/JENC5 Conference
The 5th Joint European Networking Conference will be held jointly with
INET'94 in Prague, Czech Republich, between 15 and 17 June 1994. The Call
for Papers has already been widely distributed, both electronically and on
paper. Printed and electronic copies of the Call for Papers are available
on request from the RARE Secretariat.
There will be an opening reception on Tuesday 14 June at 18.30; the
conference itself will start at 9 am on Wednesday 15 June and end at 12.30
on Friday 17 June. There will be five parallel streams in addition to the
plenary sessions. Monday 13 and Tuesday 14 will be dedicated to Internet
Society matters; RARE working group meetings will also be held during those
two days. A Network Technology Workshop will be held during the week prior
to the conference at the Prague Technical University. There is also a
proposal for a K12 Workshop to take place under the umbrella of the
INET'94/JENC5 Conference. This would be organised separately and held at
the Czech University.

NATO Advanced Networking Workshop - Budapest, 20 & 21 October 1993
A workshop on research networking in Central and Eastern Europe was
organised by the Hungarian Academy of Sciences and RARE, with support from
NATO, and will take place on 20 and 21 October in Budapest, Hungary.
Its aim was to create a coherent set of
policies for the management and implementation of Research Networking for
the Central and Eastern European Countries by drawing on the experience of
those who have already faced the need to solve these issues.
Third Symposium on High Speed Networking for Research in Europe
RARE, with the support of the Commission of the European Communities, is
organising the third symposium on High Speed Networking for Research in
Europe to take place on 2 February 1994 in Brussels. This event will
specifically address the international situation, in Europe as well as
worldwide, for data rates of 34 Mbps and above.
The announcement and call for papers were distributed electronically on 6
October; participation is invited and contributions are sought from all
interested parties - users, suppliers, operators, political bodies, etc...

European Workshop for Open Systems (EWOS) - New Chairman Steering
Committee
Prof. Paul Van Binst, RARE's representative on EWOS, was elected Chairman
of the EWOS Steering Committee at its last meeting on 22 September 1993.
